Strengthening the public health workforce and building a new generation of public health leaders
The need for strong local health departments has never been greater. The public health workforce is rebuilding from the enormous impact of COVID-19 response, and attrition and burnout are at an all time high. Even prior to COVID-19, more than 61% of staff in supervisory roles and 44% of those in nonsupervisory roles at the California Department of Public Health were eligible for retirement (Health Force Center at USF, 2020).
Academic Health Departments are a proven model to strengthen public health infrastructure by building bridges between academia and local health departments. The California Academic Health Department (CAHD) initiative strengthens partnerships between California schools and programs of public health and local health departments by generating a clear pathway for public health graduates and faculty to serve in local health departments and help revitalize our public health workforce.

CAHD Public Health Residency Program
Gain the skills, experience, and relationships to build a career in local public health. Apply to the California Academic Health Department (CAHD) Public Health Residency Program!
CAHD aims to strengthen and revitalize California’s public health workforce by building pathways for recent public health graduates to work in local health departments (LHDs). CAHD Residents are hired by a health department to participate in a year-long, immersive public health training. CAHD Residents are also part of a statewide learning cohort with monthly professional development opportunities. The CAHD Program Office serves as the recruitment partner in support of LHDs and provides a professional development learning cohort for CAHD Residents. LHDs host sites serve as the employer of CAHD Residents.
During the residency, you will:
Deepen your public health skills in a full-time, year long role at a local health department.
Be part of a learning cohort with other CAHD Residents working at LHDs across California.
Gain on-the-ground experience and become better prepared to secure future employment opportunities.
Receive close supervision and mentorship from experienced public health leaders.
Earn a competitive entry-level salary. The pay range of the CAHD Resident positions is between $30k to $100k and varies by hiring LHD location, candidate experience, and the specific role.
Receive up to $10,000 as an end of program stipend that can be used towards student loan repayment.
To be eligible, you must:
Must be a recent graduate
Applicants must have graduated between September 1, 2023 and August 30, 2024 from an undergraduate or graduate program. Students in their final academic term are encouraged to apply.
Must be committed to working in a California community have a strong interest in a career in local public health
Be able to work full-time in a 12-month on-site position. Relocation is required for applicants that apply for positions at LHD host sites where they do not reside.
***We are unable to consider candidates who do not meet these requirements. Our current priority is to recruit candidates who are from California’s Inland Empire or Central Valley and/or are interested in building a public health career in those regions. However, our recruitment is not limited to these areas. Host sites locations are still being finalized. The CAHD Program Office serves as the recruitment partner in support of LHDs and provides a professional development learning cohort for CAHD Residents, but is not the employer of CAHD Residents. LHDs are the employer of CAHD Residents.

Tentative Timeline:
May 15, 2024 – June 7, 2024: Application period
June 2024: Application review period
July 2024: LHDs conduct interviews with eligible applicants
July 2024/August 2024: LHDs extend offers and hire selected CAHD Residents
September 2024: Residency Program starts
August 2025: Residency Program ends

Become a Host Site for CAHD Public Health Residents
The CAHD Public Health Residency Program is a one-year residency for recent public health graduates to gain the skills, experience, and relationships to secure future positions at your local health department. The program is open to recent graduates with a undergraduate or graduate-level degree in public health and related degrees. CAHD Residents will spend one year gaining hands-on experience, in addition to remote trainings and professional development opportunities through the CAHD Program Office. CAHD Residents are also eligible to receive up to $10,000 as a cash stipend that can be used to support student loan repayment at program completion. LHDs serve as the host site and employer of CAHD residents, while the CAHD Program Office serves as the recruitment partner in support of LHDs and provides a professional development learning cohort for CAHD Residents.
Participating health departments will serve as the employer of their CAHD Resident and also receive up to $40,000 per CAHD Resident they host to support provision of a competitive entry-level salary.
***In our effort to strengthen the public health workforce in underserved areas of California, special consideration will be given to health departments located in the Inland Empire and Central Valley.

Recruitment Support for Job Positions at Your Health Department
The new CDC Public Health Infrastructure Grant Program is providing much needed support to revitalize and strengthen the public health workforce. CHLI serves as the Innovation Hub Lead for Region 9 (including CA), providing technical assistance and support as it relates to these funds.
We know that through this grant many of you may be looking to recruit recent graduates into vacancies and/or new positions, and we’d like to support you! Our team is building relationships with California schools and programs of public health in collaboration with the California Alliance of Academics and Communities for Public Health Equity to connect recent public health graduates to job opportunities in local public health and other public health services opportunities across California, Nevada, Arizona, and Hawaii. We want to better support these pathways for recent graduates to launch their careers in public health.

Scholars-in-Residence Program
The Scholars-in-Residence Program brings the latest science to the frontlines of public health through building bridges between research and practice. Scholars will work on high priority public health projects to help to advance health equity in local communities in partnership with local health departments. CAHD provides a stipend to public health faculty to directly support their community-based work and partnerships with their local health department.
The program is a partnership between the California Academic Health Department (CAHD) and the California Alliance of Academics and Communities for Public Health Equity (Alliance). The first program year specifically funds faculty FTE in support of the Alliance’s Community Action Fund Projects.

Become a Member of the California Alliance of Academics & Communities For Public Health Equity
The California Alliance of Academics & Communities for Public Health (the Alliance) is a statewide initiative to advance health equity and catalyze substantive policy change. The Alliance is composed of California’s schools and programs of public health (SPPH), governmental agencies, and community-based organizations working together to support, monitor, guide, and resource the coalition’s goals and collective impact.
ABOUT THE INITIATIVE
PHI’s California Academic Health Department (CAHD) and California Alliance of Academic and Communities for Public Health Equity (Alliance) initiatives seek to:
Prepare a more engaged public health workforce in California to partner successfully with and support the diverse communities served by local health departments
Strengthen academic-community partnerships and support coalition building to advance health equity
Develop and launch a Public Health Residency Program at local health departments for recent public health graduates
Develop and launch a Public Health Scholars-in-Residence Program that will support a vibrant relationship between faculty and local health departments
Elevate the collective voice and impact of school and programs of public health (SPPHs) in California to inform policy change and advance health equity
